The gang was headed by a general manager and an administrative vice-general manager who supervised a variety of departments: a training department, a Santana sedan department and a Xiali sedan department. A newly recruited member would receive several months of instruction from senior members and then, depending on their skills, go on to work for either the Santana department, which specialized in stealing high and middle-classed sedans, or the Xiali department, which specialized in stealing cheap cars. If a member suffered an injury on the job, the gang would cover all his medical and other expenses while he was on sick leave.
